This panel allows you to manage Issue Templates project settings and its related templates.
You can enable your project as a local repository in this tab.
You can also decide who can enable issues as templates with Permissions. Whether you want every member of your project to be able to do that or only selected project roles.

You can set if you want to manually enable issues as templates or do that automatically with Template creation settings.
For local repositories, automatic template enabling needs to be activated by a Jira admin.
Default availability determines who can access templates. You can set default template availability to all or selected project members for newly created templates. You can restrict template usage to a specific project by changing Default Template Availability settings so each newly created template will use these settings.
For local repositories, Default Template Availability settings are limited and can only be changed by a Jira admin after changing the repository type from local to global. For more information, see the Changing repository Global <-> Local chapter.
Use the toggle if you want your users to set availability separately for each template. It’s useful for a global repository with limited user-created templates.
This is a configuration tab for scopes. A scope lets you decide which fields are copied from a template to an issue that is created based on this template. It’s used during the process of creating new issues or applying a template to an existing issue. With a scope you can set which optional fields are copied.
